Put on your garments of splendor,

will not enter you again.

Free yourself from the chains on your neck,
Daughter Zion, now a captive.

“You were sold for nothing,
and without money you will be redeemed.”

Breakdown of Chapter 52/4 of Isaiah
The Lord is talking about how he is going to redeem his people. Like when they lived in Egypt, they became oppressed and he had to step in and save them through Moses. Soon after they became oppressed again. During the time people mocked their God, but he is letting them know that he will once again return to redeem his people.
